@mccheah I agree that we could add optimizations to skip this coordination
in scenarios where we know that there will only be one copy of a task, but it
might be a good idea to defer those optimizations to a separate patch if it
turns out that the performance impact is small. Once we've got a version of
this patch that passes tests, let's benchmark it and see how costly this extra
coordination is.
