Define your constants in `pkg/common/configs/configs.go`:
```
const (
HealthCheckInterval = "health.checkInterval"
// add here
)
// defaults go here
var DefaultHealthCheckInterval = 30 * time.Second
```
On startup, register a callback to `configs.AddConfigMapCallback("event",
func() { .. })` to apply the configuration. That is guaranteed to be called at
least once before startup. See `pkg/scheduler/health_checker.go` for an example
of how to do this.
