You need to setup your LD_LIBRARY_PATH for the apache process so put
LD_LIBRARY_PATH=/usr/lib/oracle/10.2.0.1/client/lib
export LD_LIBRARY_PATH
in /etc/init.d/httpd

Good news, it does appear that its built in the core. Bad news is its
complaining about missing dependencies:

I can rpmbuild fine without the added "--with-oci8"... Any ideas?

You have to download and install the intantclient from oracle first.
In php.spec add at section:
"# Shell function to configure and build a PHP tree."
after: " --with-xml \" and before:" $*" a new line with:
--with-oci8=instantclient,/opt/instantclient_10_2 \
where /opt/instantclient_10_2 is my instantclient directory.
then rpmbuild -ba php.spec

This did not generate a php-oci8 module and after inspecting the
php.spec file I do not see a %package entry for oci8...
