I did take that decision. 

The main reason is, that the GUI support in Emacs progressed so well,
that there is not anymore sufficient justification to maintain and
support a second incarnation of Emacs.

Also, Xemacs from our point of view seems to have lost most traction
upstream.

Please try emacs with X support. It should work for your users.
Otherwise, EPEL or other external repositories might be a solution (as
other people already pointed out).
