I've done it mostly by trial and error.  With each new major release of
RHEL and Fedora, I've started with a kickstart that just installs Core
and Base, and then I see what I don't want, think I need, etc.  I don't
use nobase, but I do deselect a bunch of packages in my kickstarts.  My
current list for RHEL 5:

Some of this is of course personal preference or requirements driven
(e.g. I don't have a Kerberos setup, so I don't need pam_krb5).

I do with Red Hat would put a little more thought into this though.  For
example, who really thought that a Deployment Guide (and its requirement
on htmlview, which requires redhat-menus, which requires
desktop-file-utils, and so on) needed to be a core part of every
operating system install?  Once it is installed, isn't it a little late
to be planning your deployment?

How many people have PCMCIA, IRDA, or Bluetooth on their servers?  Set
custom framebuffer modes on the console?  Some of these things are
outdated as well (rdate? talk?).
