Funny how this is not a problem with XML or Java configuration, but

with annotations - these should be progress, not regress.
Yeah it's very frustrating that they didn't consider this when they
designed the reflection API. Things like this makes it much more
difficult to add some meta programming capabilities that are driven
by the Java sources alone. By discarding the order, they're really
throwing information away that is very valuable and thus requires you
to declare it twice.
