I'm not sure of the technical details, but it actually alters the volume bits (?) to force playback at a desired volume level for ANY device capable of playing back MP3. This is useful for devices that don't read or use the RG tags - you can still get them to play back at a desired, even volume level if you do this. I do this all the time with my Pocket PC, it works.
