Finally, I found a tool that works perfectly. DbPowerAmp !!!
Ugh, after trying out a bunch of tools that were total junk. I went back to figure out if I could get dbPoweramp to work. I decided to try the DSP effects. It worked perfectly !!! Flac to Flac of a whole folder using BitDepth DSP set to 24bit. All Tags retained and file is the same size plus a few bytes. My confidence in dbpoweramp is now completely restored and then some. It really blew away so much junk out there. I didn't think I could do flac to flac with dbpoweramp because the other day I tried to lower compression on FLAC file containing true 24/96 because SB3 can't quite handle downsampleing and high decompression of flac at the same time.
