CD can't be 24/192 - there's not enough space on the disc. I suggest they probably mean it was mastered or mixed at that resolution.
You can get DVD-As at that resolution. To get the hi-res audio from them you are probably in for a steep learning curve. Some have found that DVD Audio Extractor works; there are also some programs that use a WinDVD hack. If your disc is a DVD-A, it should make it pretty clear...
