The one "problem" it solves is that at least it brings the peak level up as high as it'll go, so that the amount of volume control adjustment on playback is minimised.
But as Rick B pointed out, if you use ReplayGain, that fixes the issue. Of course it should be noted that ReplayGain is effectively a (partial) normalisation applied at playback. My continued use of normalisation is probably a throwback to the days when I burned LP transfers to CDR.
