As Eric says, they look like 16-bit files.  To make this digital audio
play on the SB, we pack it up into (what looks like) a 16-bit WAV file.
All header information relates to the WAV structure, not the encoded
audio contained within it.

A quick look over the code indicates that we assume there are 16-bit
quantities to read from the AC3/DTS file before encoding it, which are
referred to internally as "samples" but are probably not actual audio
samples.  That these quantities are 16-bit is just an aspect of the
format, I think; if you were able to convert the files then it was the
correct size. :-)
