The reason why the gain figure should not be adjusted downward in the actual file tags is that some playback devices might provide for other digital volume control in addition to Replaygain support. For example: if the peak figure is 0dB, and the gain figure is +3dB, then if that additional digital volume control were set any lower than -3dB, the full Replaygain adjustment can safely be applied. (And what playback devices do we know of that could take advantage of this? Squeezeboxes, for a start).
The SqueezeCenter database already stores both the gain and peak values - always has for as long as I have been poking around the schema. It's just that the peak figure appears never to be taken into account. I originally reported this bug way back in June 2007. It's still not fixed as far as I'm aware. It wasn't until Sean added a comment in July 2008 that it seemed anyone in Slim Devices took it seriously. In the meantime, there's a workaround described in the bug report.
