You can accept/ reject changes by deselecting tracks you don't want changed, but not (currently) at the field level (not sure we'll ever devolve it that far) and you can inspect all changes using its extended tags view. So, you're basically able to see what the track/ album tags would look like if you accepted changes. Whilst you're inspecting changes you can make further changes of your own - in fact whilst in preview mode you can pretty much do whatever you like to the preview tags as if they were real tags. Once you've fine-tuned, and unselected the tracks you may not want to change, you can have puddletag commit the changes. in addition to the top up tagging you enquired about, you can also retrieve only specific tags or all tags other than those you specifically exclude. Regarding Windows support, there's in all likelihood not a lot that would need to be amended to have puddletag work equally well in a Windows environment...the only difference is file path strings, and Python can automagically handle that if you code for it.
