WAV to FLAC conversion comes free - as far as I know you don't need a
reference version for that.

The dbpoweramp annual licensing only related to the PerfectMeta
component which provides the best metadata available out there and it's
opt-in.  If I'm not mistaken the latest release provides a perpetual
Perfect Meta license also.  In any event, if you're wanting to rip your
CDs accurately your best choices in Windows are  dbPoweramp or EAC. 
Winamp's not in the same class where ripping is concerned.
