you can use the FLAC frontend at sourceforge to convert wavs to flacs,
and i think it will make tags from filenames if you want.

EAC will rip a CD to FLAC, and i believe it is configured to do so by
default with the current ver.

i don't advocate using wavs or tagging them, flac is superior.  but u
can do some limited wav tagging with a program called audacity.
