That is misleading. Rivendell normalization is based on the PEAK level. The usual analog "0 VU" is based on the AVERAGE level. In typical programming, peak is 10-15 db above average. I think that was the reasoning, but it doesn't work. I set normalizing to -3. I'm thinking of just turning it off. In practice, -13 peak normalize just makes the level lower.
