It works fine in 2.10.3 as long as you remember to tick the permissions
you want under rdadmin->manager users
I just tested it by creating a new user, ticked all the permissions and
then used rdlogin to change user in the studio. Everything worked as
expected.
I can't speak for 2.11, I'd have to do a source install which will take
a while.

I'm going to look at the source code. It would be helpful, though, to
know whether this behavior is a bug or a feature. Are RD users other
than "user" intended to have access to ADD, DEL, MOVE, and COPY?
