My understanding is that Rivendell users exist only within Rivendell; the
OS has no knowledge of them, only of the Linux user as whom the software
is running... and rdlogin doesn't change that. So... how would file
permissions be affected by logging into Rivendell as "Frilei" instead of
"user"? And which are the files in question?
I tried backing up and restoring the database, but it has no effect.

Interestingly, I just tried this same experiment on a system at WHRB (also
running 2.11.0) and the problem isn't happening there. That user can
ADD/DEL/MOVE/COPY to his heart's content.
That means this isn't a problem with the software; it's something peculiar
to WSRO, perhaps a database issue.
More likely a file permissions issue.
RDAdmin alters the database with the permissions you set, which do
apply to what Rivendell will allow, but not to what the
OS will allow, nor to that awful SELinux.
