That was much more an industry-wide problem, (allegedly due to
problems with certain passive component suppliers in eastern
Asia), which reached its peak in the mid/late-2000s and has been
in steady decline ever since. I have no specific experience with
the Dell Optiplex line, but I would not expect it to have any
particular problems with failed capacitors relative to any other
reputable brand.
