IIRC, the 2.1 installer version had the option to create an expanded classes/ directory. I assume it was intentional to not include this directory in the binary release.
Note that adding the expanded classes directory will add 2.8 Mb to the binary bundle (9.6Mb -> 12.4Mb). Adding the classes dir would involve an additional delay for discussion, build script changes, possible doc changes, build, testing, and review. If the increased size is unacceptable, two alternatives would be to add a note about expanding the classes dir or just leave the classes dir out of the bundle.
