Well, again, depending on what you mean, drag and drop may require
window manager support.

Midnight Commander has supported the mouse inside an xterm for a very
long time now, and Gnome Midnight Command has a full GUI. And
personally, I don't find it difficult to open a second file manager
window for drag and drop, so I really can't advise you on other
dual-paned file managers. I still think Sourceforge/Freshmeat is your
best bet.
