I read a bit about bit torrent the last time I read about how to
download Debian ISOs.  (didn't use it, but I did read about it.)  One
illuminating bit said something like "when you finish downloading,
please leave bit torrent running for a little while to help load
balance...."  I take this to mean a server is started by default when
downloading a file that serves the file you are presently downloading.

to be the primary source of a file you wish to serve via bit torrent, I
get the impression from the various man pages that you need to create a
series of meta files, which you make available via http.  those contain
information about a "designated tracker".  a tracker is a program that
tracks the progress of a download, and if I'm not mistaken, there needs
to be at least one running on every bit torrent node.
