It could be done a zillion other ways, and assuming that a stylesheet will always need to be applied to a document for every situation in which it is accessed or it evolves through a workflow is every single bit as wrong as the same idea applied to schemata. It just so happens that it's useful, sometimes, and people use it when they need it.
