It could be done a zillion other ways, and assuming that a stylesheet 
will always need to be applied to a document for every situation in 
which it is accessed or it evolves through a workflow is every single 
bit as wrong as the same idea applied to schemata.

It just so happens that it's useful, sometimes, and people use it when 
they need it. It's in fact quite overused because alternative solutions 
haven't been sufficiently defined, which isn't the case for schema PIs.
