That is a disappointing thing to see. I had not realized until now
that the spec says a valid XHTML 2.0 document _must_ contain an
xsi:schemaLocation attribute.

And their example includes the following as well:

  <?xml-stylesheet type="text/css" 
    href="http://www.w3.org/MarkUp/style/xhtml2.css";?>

I was looking through the "28.1.3. Specifying external style
sheets" section[1] of the spec to see if it provided any guidance
about how an application is expected to deal with that PI if the
document also contains <style> elements.

But as far as I can see, in the case where a document contains
both one or more PIs specifying one or more CSS stylesheets, and
one or more <style> elements specifying one more CSS stylesheets,
it does not specify which an application should prefer.
