I do not understand what do you mean by modes being undetectable.
My point was that if the external association works as a replacement of
the PI then that can detect the schema also without looking at the PI so
users will not notice that it does not look at the PI.

The idea is shall we let the author of the document specify what schema
he used/intend to use for a document or we want to just rely on the
recipients of the document to select each one a schema for that
document. Tools can do that automatically for a number of schemas but
cannot cover all the possible schemas.

Imagine users having different external associations in their tools and
one says the document is valid and the other that it is not valid.
Having the schema associated inside the document clearly will avoid such
a case (at least in the case they are using the same tool ;) ).
