Even if tags were easy to use in the hundreds I would still want the metadata feature. Tags are values, metadata would be key/value pairs which I think is an important distinction.
As another example, I'd like to use metadata for a peer review tool. Experienced testers could review the tests, comments could be stored as metadata. If all I had was tags, I might have a tag like "review:I-think-this-test-case-needs-to-use-the-standard-keyword-libraries-we-provide-rather-than-create-custom-keywords-that-do-almost-the-same-thing"
