This is total bullshit. Rose predates UML by many years and the RUP
by many more years. I once heard the top Rational management
acknowledge that the original development of Rose was allowed to
proceed without the benefit of the original lessons learned in the
development of other Rational products. The original Rose was Unix
based and did not do very well. The original Rose for Windows using
the Booch notation was acquired from another small company (I can't
remember the name) but it is on the order of 10-12 years ago.
Rational Rose has been severely lagging in it's conformance to the
the UML standard (by several years!) even though they're supposedly
the driving force behind it. If they are truly using RUP, then I
would think that that would be an interesting factor in the
productivity equation against RUP.

P.S. I also believe that Use Cases are a tool for discovering
requirements and do not scale well in describing all the actors'
interactions with the system for anything but trivial (or at best
small) systems. Attempting to formalize Use Cases for anything other
than the major scenarios or discovering the major requirements is not
a productive use of time. It mostly seems a CYA activity (which I'll
admit is prevalent in a lot of SW environments, especially DoD
related environments).
The other problem is that Use Cases have a tendency to be
process-oriented rather than object-oriented. Good OO designers tend
to understand this and cope with the problem. In other words they
absorb the information in the Use Cases and produce an OO solution
that will cope with the current process and allow for future
unforeseen modifications of the process.
Finally, I believe that no such use case diagrams exist for Rose.
That is why they will hide behind the excuse that such information is
proprietary (although I'd use the proprietary excuse even if I had
any such diagrams).
