Rose development uses RUP now.  It hasn't always done so.

I come from a DoD background, and use cases were neither highly regarded nor
useful to CYA.  Discovering major requirements has absolutely been worth my
time so far, and companies that don't do this find themselves in hot water
during integration, and also find it hard to retain people if they don't
feel like they understand what they are all working towards accomplishing.

I am a "good OO designer" and I find use cases invaluable.  Use cases
capture requirements not design.  How I design is based on what I, the
designer, want to do.
