No, two. 6/8 is two groups of three quavers. 6/4 is two groups of three quarter notes, or two groups of dotted quarter notes -- unlike 3/2 which is three groups of two quarters, or three groups of half notes.
In the case of 6/4, it's quite likely that people would use the time signature intending six broadly equal crotchets rather than two groups of three, and that's fair enough. It would be more useful in this case if Rosegarden went a level deeper and showed the subdivisions as well. But it's not true to say it's currently wrong.
If you want a reference for this, I can probably scan or photograph a couple of pages of the good old-fashioned 1927 Grove.
Maybe I'm wrong, but isn't the idea to have graphical reference to nominal value of bar's subdevision. Example: 6/8 should have eight tiny lines in ruler, and 5/4 - five, 12/8 - twelve 1/8 devision lines. One day, I hope we will have more contemporary time signature marks available, as 2+2+3/8 (7/8) - that we could have just tree (or two if you like to count that way) reference lines of that bar: on first, third and last (seventh) 1/8. Am I wrong?
