In both cases, the behaviour you describe is what I'd expect if you weren't holding Ctrl. You have to keep it held right up until you release the mouse button. Alternatively, try selecting a segment and then use Segments -> Stretch or Squash. (That menu function has been there for a while but didn't work for audio until now.
