Features should be documented in the Rosegarden Handbook.  This is 
docs/en/index.docbook in the Rosegarden source tree; it's also 
docs/$LANG/indoc.docbook in translations, but I don't really know how 
those are best managed.  The English version is the urtext, anyway.

I personally just edit the DocBook XML file in a text editor, but there 
may be fancier ways.  Some conventions for writing style are mentioned 
in a comment at the top of the file; it should be reasonably brief, 
factual and direct, and should be a description of the feature 
classified by purpose rather than a tutorial or a "command reference".
