I see what you're thinking. So you want to address the problem using time signature changes, probably hidden ones, so that each of the bars winds up being the correct length, and everything gets handled properly. That's a different approach from the way I always looked at the problem, which was to modify how Rosegarden thinks of bars. I never figured out how to make my idea work.
