If you right click on a track you can choose the "Event List Editor". There you can insert the Program Change or Controller messages that are specific to your synth to select the correct patch. You obviously insert these before all the other events.
However, Rosegarden will only send them at the start of the song though (or rather, at the timestamp configured) -- not when you select the track. Perhaps that is what you are looking for, though? It is even possible to change the patch halfway through the song to select a different instrument. Hope this helps.
