Ran Atkinson has observed that for IPv6, RA messages could be used as a
way to indicate prefix "liveness" in real time (see section 2.3 of
draft-carpenter-renum-needs-work-01). No doubt a similar mechanism could
be retrofitted to IPv4. That would make it equally possible to delegate
the liveness function, if needed, to the border device.
