a host-based model causes more signalling/reachability testing traffic than the tunnel-router-based one.
What's the basis for thinking this, and are there any good studies/ data to back it up?
Well, for one thing, a tunnel-router-based solution would typically cover some number of hosts.
I assumed there was an implied ", to a significant enough extent for it to matter" at the end of the sentence I quoted.

What meets your requirement of enough "to matter"? Depending on deployment scenario, a tunnel-router-based solution could cover thousands of hosts or more. Is that enough to matter?
