Scott - FWIW: I believe what you mean here is that an ID/locator separation would not necessarily require changes to the routing system, right? I would agree to this. However, what your statement looks like is that ID/locator separation, or rather the lack thereof, does not contribute to the routing scalability problem. And this is at odds with the fact that both the multi-homing problem and the renumbering problem are consequences of a lack of ID/locator separation.
