Are you looking for a protocol proposal (a la LISP) or would a process proposal be considered? By a "process proposal" I mean something like: "Complete the work in the multipathtcp wg with this list of requirements, complete the work on the mif wg with this list of requirements, etc."
A process proposal or a protocol proposal are both less of interest than an architectural proposal. Obviously, details within an architecture are welcome.
