Are you looking for a protocol proposal (a la LISP) or would a process
proposal be considered? By a "process proposal" I mean something like:
"Complete the work in the multipathtcp wg with this list of
requirements, complete the work on the mif wg with this list of
requirements, etc."

as Tony already answered, RRG is looking for proposed solutions that can solve routing scalability problem.
