Merriam-Webster (http://www.merriam-webster.com/dictionary/functionality) 
indicates in its definition that "functionality" has
"capabilities" as a synonym.  

Dictionary.com (http://dictionary.reference.com/browse/functionality)
uses "capable" in its 2nd definition for "functional".
In turn, the 1st definition of "functionality" there
references the definition for "functional".

Your note indicated that you did not think "capabilities"
was a synonym for "functionality".  This begs the question 
of what the Design Goals text means when it uses that word,
since you indicated that "capabilities" is not the
intended meaning.
