It's only ugly because the format it's stayed so true to was, IMO, never designed to express the complex configurations we find ourselves needing these days. Regardless of what format you settle on, you're eventually going to have to address the legacy user population. Providing a conversion routine or service that they can just plug their existing configuration into and validate the results would go a long way toward keeping them happy and moving forward.
