One thing to note on RHEL is that the SELinux context that the init script
starts you in is different than when you start it manually as root. This could
be a SELinux permission issue, check the logs and try a trivial config (say
something that doesn't access disk, just sends/receives over the network and see
if it also hangs on startup)
you can see the SELinux tag for a file by adding -Z to ls -l

The symptom is that the init script hangs the first time after reboot, then
works after that.
Can you try your test but with a reboot?
You may loose ssh access to the server if the rsyslog script hangs so take
appropriate action before the reboot :-)
