Question, if you run the init script manually as root does it still hang?

we have three startup scenarios

1. start through the init process (fails)

2. start manually as root (succeeds)

3. start with the init script as root (??)

if 3 succeeds, then the problem is something in the init environment (like SELinux tags), if it fails, then it's something in the init script itself.

The symptom is that the init script hangs the first time after reboot, then 
works after that.

Can you try your test but with a reboot?

You may loose ssh access to the server if the rsyslog script hangs so take 
appropriate action before the reboot :-)
