If you have "systemd" then simply add the following to the rsyslog service definition file...

After=systemd-networkd-wait-online
Wants=systemd-networkd-wait-online

This requires that both of the...

systemd-networkd
systemd-networkd-wait-online

...services be enabled.

rsyslog is using the default hostname, not this one from DHCP.
