Yes, that will make rsyslog start after the network services are up.

Not being a maintainer I cannot comment on updating the source code for the request.  However, if I had to have both sets of functionality I would either split rsyslog into two unique instances, or simply wait a few minutes after system boot time and restart the rsyslog service as you really can't have it both ways.

Wouldn't be better to add a patch with:
int gethostname(char *name, size_t len); function, somewhere in the code
where the hostname is added to log?
Is it possible? My environment is not generating a huge amount of logs so it
shouldn't be big cost i think?
