Kenneth, You have probably granted the "OwnTicket" right to either "Everyone" or "Privileged" at either the Global level or Queue level or both. I'd remove it from the Global level, then from all Queues and then grant that right to specific "user-defined" groups for the queues those groups are responsible for.
