Change the system for the future and for the better. Dont be stuck in the past - if you go into the past - you expose yourself to charge of being a "blackmailer" / "extortionist". By going for the future you are a social reformer and true Indian.!!! (This strategy is the opposite of what RTI activists are being taught). 3) OK, PIO does not give info in time - so what? How late does he give it? Or does he not give it at all? After say 30+10 days file the FA. Then FAA will not respond also in time / or give bakwaas reply. This is the crucial point for you to take your decision on your next step. If FAA gives even some bakwaas reply/direction - you MUST go in 2nd Appeal. If FAA gives no reply at all then all routes are open to you, including 2nd Appeal, WBA, CVC, CBI, Panchayat Act provisions etc. 4) There are major backlogs at SIC's / CIC. If you pursue the matter properly here you will find that you will get faster dates if you are not going into the past or seeking to expose corruption. The PIO is of his biraadari - you are not. 5) Lastly look at it from the PIO's point of View. You are asking for old records on controversial subjects - to give it to you he must either deny it or forge it or give some incomplete reply. If you ask him for future documents - he will forge it the way you are asking :-) It is called "First Mover advantage". 6) The vulnerable situation may be that if you ask too many awkward questions ... 7) Penalty is not the answer, the PIOs now know almost all the tricks not to give information. Whatever information you get will be the charity of the SIC where we approach with begging bowl in hand. You must out-think the PIOs so that they can give you information to improve their disclosure ratio. Remember you read all this here first - It used to be said in the 1900's during Bengal Terrorist days - "What Bengal does today India does tomorrow".
