Hi Avinash, Let me tell you another way to use RTI. The wsy you go about it is to ask questions AFTER the money is spent. Why not trying asking well in advance?
For eg. Rather than asking "Give me all accounts and all bills / vouchers for bleaching powder purchase and consumption since 2004 till date", try asking "Give me budgets and sanctions for all bleaching powder consumption for next 12 months comnputed starting 60 days from date of this application." "Kindly allowed me to inspect all files and documents for the query at item #1 above". This is known as PROACTIVE DISCLOSURE.
