1) Kindly stop sending such emails which "CC:" all the receipients. You will
be identified as a"spammer" and by replying to everyone so will I. It would be
better to use the "BCC" option or to form a Yahoo group of your own. But please
keep sending emails by all means to me.
2) I would be obliged to be informed the specific Rule or other binding
provision of Law whereby Money Orders are allowable for section 6 RTI
applications - since what you are proposing is legally dubious based on an
illiterate reading of "cash against proper receipt" in the Central RTI Fee &
Cost Rules. and is contraindicated by other sections of RTI Act which no doubt
IC A.N.Tewari will expose if such matters come before him in Complaint and
thereby again set back RTI by another 5 years. The States of India (we are a
Federation after all) may have different views on MO and may allow it.
3) I am sure that you remember that around Dec 2007 the Trade Union constituted
(illegally) under (s.12.4) an Inter-State Committee to hammer foolish
RTI activists. What you also probably do not know is that the Mir Jafar's
stuffing the foolish little heads of RTI activists (and thereby altering the
laws of India indirectly) with such nonsensical and foolish proposals are all
former (disgraced) bureaucrats (now foreign financed touts) to prevent RTI from
taking root in Bharat (that is India) - a prime strategy of which is to
Overload the RTI systems / infrastructure of Govt. till it grinds down and then
collapses - resulting in Maoism etc.

but dont forget to write your address on the form in the space for
communication. to save space when u start and write address of the pio
in left hand side write your address in the right hand side .this way
u have to put only ur signatures in the end of the form. moreover use
both sides of the leaf as that shall be given to the pio by the postal
department.the pio is dutybound as per section 5(3) and 7(4) of the
act to entertain such requests and put them in the form he thinks
shall help in furnishing the information conveniently as per the act.
postal department should also come up with special types of money
order forms having more space for communication as a step towards the
noble cause of spreadind transparancy and fighting corruption.
asking information by money order has one more important aspect .this
is the only mode where an open application initiates its journey i.e.
a road towards transparancy.
