Thank you. Rural scenario is not picture perfect where Works Management
Systems or Budget Allocations are done in prescribed way.
The point in asking bleaching powder distribution record: Since years record
is not all maintained and whenever someone (including officials) demanded, Govt
Machinery is in habit of faking this record. Where drinking water is the
question how one can discuss quality of potable drinking water. I wish i could
share with you one of my editorial article in Marathi - When Govt Order Suffers

Just to add to keep everyone updated, not a single RTI applicant in Hingna
Village of Nagpur District got information within prescribed limit. (I have
filed only one). I have collected papers related to all applications at Gram
Panchayat, Panchayat Samiti & Talauka Level. Let us not have animosity with any
of the PIO but unless somebody is fined and dealt with stern hand (S-20-B),
situation is not going to improve.
Perhaps, i am still not able to explain you the vulnerable situation. And
please please please try to understand the situation.
I firmly believe to see a change be a change. Will post a update in couple of
days.

Let me tell you another way to use RTI. The wsy you go about it is to
ask questions AFTER the money is spent. Why not trying asking well in
advance?
For eg. Rather than asking "Give me all accounts and all bills /
vouchers for bleaching powder purchase and consumption since 2004 till
date", try asking
"Give me budgets and sanctions for all bleaching powder consumption
for next 12 months comnputed starting 60 days from date of this
application."
"Kindly allowed me to inspect all files and documents for the query at
item #1 above".
This is known as PROACTIVE DISCLOSURE.
