Since the API / CPIO has to transfer an application to
another Public Authority within 5 days (u/s 6.3) the
part of the CPIO asking for proof of citizenship is
malafide. There was no need to file a First Appeal in
this case, Debadutta could have gone in for a complain
to the CIC u/s 18.

The FAA has to dispose of the appeal withing 30 days.
He is also allowed an additional 15 days, provided its
recorded and communicated in writing. Since over three
months (say 90 days) have passed, Debadutta should go
in for a 2nd Appeal and a Complain with the CIC
immediately, else his matter would be time barred, as
was done by OPK in one of his recent decisions.
